THE CHALLENGE
On July 4, 2025, catastrophic floods swept through Central Texas, claiming over 135 lives across the region. Among them were 27 campers and counselors at a summer camp, whose lives were tragically cut short.
In the months that followed, the parents of the 27 girls united to form the Heaven’s 27 coalition.
Together, they channelled their grief into advocacy, working closely with lawmakers to draft and champion new legislation designed to strengthen camp safety standards and ensure no community faces the same preventable tragedy again.
New legislation and regulations create implementation challenges. Camps juggle seasonal staffing, tight budgets, and the day-to-day realities of running a busy program. Translating new requirements into practical, everyday actions takes time, expertise, and resources that many camps don’t have in-house.
Without the right support and expertise, there’s a risk implementing the new safety legislation becomes a paperwork exercise, rather than the meaningful change it was designed to be.
The intent is clear:
to keep kids safe while protecting the joy and magic of summer camp.
